Ann Phelan is a Labour candidate in Carlow-Kilkenny. The accounts secretary has served as a Labour representative on Kilkenny County Council since 2004. During this time, Phelan has been particularly active in the area of arts and culture, serving as the Chairperson of the council's Arts, Culture, Heritage, Tourism committee. In June 2010, she was elected as Kilkenny County Council's deputy chairperson.
