Israel issues rules on contraceptives for immigrants

Allegations surfaced last month that Ethiopian women were coerced into taking contraceptive jabs.

ISRAEL’S HEALTH MINISTRY has warned that immigrants must not be given contraceptives without their proper consent, after allegations that Ethiopian women were coerced into taking contraceptive jabs.

The allegations surfaced last month, when an investigative news programme looking into the declining birth rate of Ethiopian immigrants to Israel uncovered claims that would-be migrants were told they would be refused entry to the Jewish state if they did not take Depo Provera contraceptive injections.

The Association for Civil Rights in Israel followed up on the allegations with Israel’s health ministry, which this week released a carefully-worded response, warning that contraceptives should not be administered without explicit consent.

The ministry says it is issuing the letter “without taking a position or determining facts regarding the claims that have arisen in this regard.”

But it requests doctors “not to renew prescriptions for Depo Provera for women of Ethiopian origin or other women about whom for whatever reason there is concern that they did not understand the implications of the treatment.”

It asks doctors to determine with patients “why contraception is being used in general and this one in particular and if she is asking of her own free will to prevent pregnancy and if she understands the side-effects.”

“Of course this should be done in a culturally appropriate way and if necessary through Ethiopian intermediaries or through medical translation services,” it adds.

While the letter contains no admission that Depo Provera was administered without consent, ACRI said it considered the ministry’s response an implicit admission that such a policy existed.

“The way that ACRI regards this letter from the ministry of health is as an important recognition that the phenomenon was indeed occurring,” ACRI spokesman Marc Grey told AFP.

More than 120,000 Jews of Ethiopian origin live in Israel.

For centuries, Jews in Ethiopia were largely cut off from other Jewish communities, and Israel’s religious authorities only belatedly recognised them as members of the faith.

The move sparked two waves of immigration to Israel, in 1984 and 1991, but Ethiopian immigrants have struggled to integrate into Israeli society, despite massive government aid.

      The claims are being made by a rights advocacy group, nothing has been confirmed as of yet so labeling the entire state racist is a tad ironic.

      Various advocacy groups have criticized the Irish government for how asylum seekers are treated and left waiting for years to have their cases heard. Does that make Ireland a racist state also?

      @Brian, I’m sure there would be outrage. There’s outrage right now in Israel over these claims, both from politicians and the public. There’s no evidence that the state are responsible for anything that is alleged to have been done. There has been no confirmation or evidence provided that anything did occur.

      As I’ve said, I’m no fan of Israel or its policies, but it does critics a disservice to jump to conclusions and prematurely attack the state. Others will use it as a stick to beat critics with if it turns out to be an isolated matter or one which was unknown to authorities.

Israelis are always quick to bring up the Holocaust and the horrors of the Nazi’s yet are completely blind to their own human rights violations. A bit like a victim of abuse becoming an abuser themselves except on a nationwide scale.

      I’ve never been to Israel. Neither have I been to apartheid South Africa, but when politicans calling for racial genocide are cheered in the streets, I can make an educated guess as to the national attitudes. Israel is more akin to Nazi Germany than San Francisco.

    • I’ve been to Israel recently and it’s pretty well acknowledged that Israel is not so keen anymore on inviting African Jews to join them as new migrants and there is a lot of racism. Isn’t there an issue about a very racist football club there at the moment? And of course the fact that Palestinians who are Israeli citizens cannot marry someone from the West Bank and have them move to Israel is racism too. An Israeli Jew could marry an American and they would be allowed move to Israel, but someone living 5 minutes away over the border is verboten. And the fact Israel is a Jewish State by definition means it is something else as well, and it doesn’t begin with democratic.

    • Why can’t it be both, Orla? Maybe ask someone who is Jewish how they understand the relationship between their ethnicity and their religion. You may get varying answers but Israel is certainly a country for people of Jewish ethnicity whether they practice their religion or not. There is no equivalence between Ireland as a Catholic state and Israel as a Jewish one – it’s an unfortunately widespread fallacy and demonstrates that in Ireland at least, we tend to view the Israel Palestine conflict through the lens of our own history.

      For the record: The Warsaw Ghetto contained the Jewish 30% of Warsaw’s population crammed into 2.4% of its area, giving a density of 122,000 people / sq km or 7.2 people per room (compare Gaza population density == 4,750 / sq. km). Its living conditions were slave labour, starvation, the death penalty for smuggling food and daily arbitrary murder at hands of Nazi forces. Its nutrition levels were officially 181 calories per day per Jew (7% of German ration, 24% of Polish ration).

      The death rate was over 4,600 per month or 100,000 in total from starvation, disease and killings between Nov 1940 and June 1942, when the Nazis began the deportation of another 265,000 to Treblinka to be murdered. Between then and the Ghetto uprising in April-May 1943, another 36,000 Jews were murdered in the Ghetto; after the Ghetto uprising the remaining 50,000 were deported to be exterminated.

      Now, if you have evidence to back up your ignorant assertion (we will be charitable and assume that you are not knowingly lying) that Israel applies ‘the same treatment’ to Gaza, which it abandoned in 2005 but against whose rocket fire and suicide bombers it has been forced to defend its citizens, go ahead and supply it.

  • Just a few facts in the face of a lot of lies about Israel.
    The dictionary definition of genocide is the wiping out of a people. Since 1948 when the State of Israel was recognised by the UN, Palestinian Arabs have increased in number from approx 800,000, to approx 7,000,000.
    Either Israel is doing a terrible job of effecting a genocide, or you have your definition wrong.
    By comparison, Nazi Germany decimated European Jewry, industrially murdering approximately 6,000,000 people. That WAS genocide.
    Every death that occured during the last Gaza conflict is a death that could have been avoided. Israel has one of the most powerful military machines in the world. Why would Hamas continue to antagonise it by firing rockets at its civilians unless they wanted a reaction?
    Hamas deliberately and cynically engineered this conflict as a way of diverting attention away from Syria and Iran. It fires missiles from within inhabited civilian areas specifically to invite retaliation that will cause casualties. Those casualties are then held up to the world as examples of Israeli aggression, and those who want to find fault with Israel are given a cause to promote

  • In 1948 following the Israeli War of Independence, approx. 700,000 Palestinian Arabs became refugees. In the following years, approx. 900,000 Jews from Arab lands became refugees too, ‘encouraged’ to leave those countries.
    Today, there is not a single Jewish refugee from that time; there are however hundreds of thousands of Palestinian Arab refugees, along with their families. Why? Why hasn’t the Arab League with all its money absorbed it’s brother Arabs? Why do they remain living in squalid and disgusting refugee camps?

    • Why should the Arab League absorb Palestinians? The Palestinians know where their homes are, they can see them over the security fences that Israel puts up. They don’t have to be absorbed into a foreign land when all they have to do is drive up the road a few miles and tell the illegal settlers to get off their land!

    • @Brian. Because the British Mandate of Palestine included what is now Jordan. Jordan helped themselves to the West Bank by annexation after the 1948 Arab/Israeli war until they lost it again in the 1967 war. They never offerred a Palestinian state and indeed went so far as to expel Palestinians to Lebanon in 1971

  • I’ve said it before & I’m sure I’ll have to say it again but comparing the treatment of the Jews in World War II to what is happening to the Palestinians is just wrong. There are no death camps, there is no ethnic cleansing. In Ireland a lot of people assume that Israel is a theocratic state but in reality it is one of the most secular nations in the world. When Israeli leaders refer to the Jewish people, they are more referring to their race and heritage rather than religion.
    Saying the Jews have no claim to the land is akin to saying that we have no claim to Ireland. The land that is now Israel has been occupied by foreign powers at least 10 times over the centuries. Babylonian, Persian, Hellenistic, Roman, Byzantine, Arab, European Crusaders, Mamluk, Ottoman and British. The Jews were persecuted and exiled in the majority of these occupations. So yes they do deserve their land to live in and this is based on historical fact, not what is written in the bible. Which by the way the Jews don’t read in any case.
    Lastly Israel is one of the few nations on the planet that has gained territory through defending itself. Since the state was created in 1948 it has been attacked four times by its Arab neighbours in massive offensives. Each time it successfully defended itself and it withdrew its army from most of the areas captured. It is also worth noting that Israel is surrounded on all sides by 17 Arab states that would, were it not for Israel’s western allies, destroy the nation. Also worth pointing out that that Israel is the only true democracy in the region, where as its neighbours are either theocratic monarchies or military controlled “republics” Israel has a population of under 7 million where as the nations that surround it (and are loosely allied) have a combined population of over 300 million. So I don’t blame the Israelis for defending their nation so aggressively when the time calls for it.
    If the Arabs put down their weapons today there would be no more violence. If the Israelis put down their weapons today there would be no more Israel – I don’t remember who said that, but it still stands very true.

Do Irish families who historically were kicked off their land in the Plantations have the right to go up to the 6 counties and force the descendants of English and Scottish settlers out of their homes and bulldoze them to the ground. Surely Britain will “absorb” them.

    • Israel was not attacked four times in massive offensives, they attacked their neighbours in every war but 1972, the unexpected success of the Egyptian army in this war was the only reason they pulled out of the Sinai and made peace with Egypt. If Israel lay down their arms there would be no more Israel is rubbish, they are a nuclear armed regional superpower supported by the worlds only superpower and are in no danger of being wiped off the map by anyone, least of all the resistance fighters of Hamas.

    • There are so many things wrong with what you have said, it’s hard to know where to start. There IS ethnic cleansing, Israel makes day-to-day life so difficult for Palestinians that many have emigrated, they cannot get to work, university and 6 young people were killed by the IDF in the last 10 days or so in circumstances that did not warrant it at all, some were shot in the back. There will be no justice for these young people, we all know that. And it is the Talmud which they use to lay claim to Palestine, not the Bible. And how would you describe what has happened in Gaza in the two assaults, that was nothing short of a death camp, where people had to sit and wait to be bombed, they had nowhere to go. Read the UN and other reports, it is all there. And whether Israel is referring to race, culture or religion when they refer to the Jewish people makes no difference, they still openly discriminate against non Jews, whether it is in education, housing, work or citizenship. So you think the Jews deserve their land to live in, I suppose that means I can go back to Tyrone and claim my rightful dynasty, or as Celts we can head back to Central Europe – always wanted a holiday home in Austria.

    • of course it’s wrong TFM, but the comparison is not made because it has any resemblance to the truth – the Israelis = Nazis thing exists so that antisemites can justify their racism. When a story like the one above breaks about how one section of Israeli society does something objectionable while another group stands against the injustice and tries to correct it, it always becomes about how the whole country is ‘racist’ or doesn’t care about ‘human rights’ or whatever, and then it becomes about how ‘Israel shouldn’t really exist in the first place’. Even if all the accusations levelled against Israel were completely accurate, it would still be the only country in the world whose critics think it ought to thereby forfeit its right to exist – an argument nobody ever even made about Germany following World War II. ALL racists believe their hatred to be justified, and ALL racists believe themselves the victims, and the objects of their intolerance their oppressors.

    • I meant to say, not all critics of Israel are antisemites – of course they’re not, it shouldn’t even need to be said. But those who say that Israelis should just either pack up and go somewhere else, or absorb themselves in a majority Muslim/Arab/Palestinian state, would really have to question their own motives.

  • It is quite normal for birth rates amongst immigrant communities in Europe too to decline shortly after absorption. To imply that there was some sort of ‘conspiracy’ here is absurd! Also, birth control pills were given to immigrant women as an OPTION in case they did not want pregnancy during the difficulties of integrating into a new society.

  • It probably won’t impress those many Israel-haters who have jumped on this unverified story to prove their equation of Israel=racism to learn that, just a year ago, Israel appointed its first ambassador of Ethiopian origin. She is Belaynesh Zevadia, aged 43, who came to Israel at age 17 and was the first Ethiopian cadet to join the Foreign Ministry. She is now Israel’s ambassador to Ethiopia. Others from her community are currently in training there, as are Druze, Bedouin and other Arab Israeli citizens. Undoubtedly there have been prejudiced attitudes among Israeli citizens towards Ethiopians based on their racial origin, but in an open society like Israel these can be and are being criticised and fought.

  • I hope this isn’t true, but at least it is being dealt with and is out in the open. Of course some Israelis are racist, What country has no racists. But consider how minorities are treated in Israel to how they are treated in Iran, Syria, Egypt, UAE, Saudi. etc
    If this was happening in one of Israels neighbours, It wouldn’t even be reported & none of the Anti-Jewish contributors on here would be condemning it.
    Thousand’s of Palestinains have been killed in Syria, not a peep from their so called supporters in Sinn Fein/ Anti-War alliance/ Assorted lefties. It goes to show that these people are not Pro-Palestinain or Pro-Peace, They are simply anti-Israeli.

      Yes it is similar to the case you mentioned, but it is worth looking at to what extent the pushing of contraceptives by the west on Africa is attempting to apply population control on Africa from outside. This type of population control is visible in for instance the locating of abortion clinics in America, where they are predominately located in poorer African-American districts. African Americans make up 10% of the population, but account for 30% of all abortions. We know of course that Margaret Sanger was an open advocate of eugenics.

    • Paddy the difference is that the people in Africa are informed of their choices and the idea is to have controled families to give a better life for people in their own lands. The Israeli’s were not informing these women and threatening them with deportation if they didn’t take the drug.

    • The reason women of colour as in African American and Hispanic/Latino is due to economic factors. The right wing neo liberal capitalism rampant in America means they cannot afford to continue their pregnancies. Black people more likely to be low paid, poverty means less eduction, less access to healthcare and contraception therefore more abortions.

      Eh yes they are, their parents or their parents parents emigated to Palestine from Europe. I don’t think there is any dispute about that at all.

      If you are talking about descent along a longer timescale, then the Palestinians have a closer link to the Jews of ancient Judea than most Israelis do. Not that it would matter, imagine you called up to someones house and say, hey my ancesters lived here 2000 years ago, I’ve come to reclaim their land!!!!

      Dave over half of Israelis descend from Jewish exiles from neighboring Arab states. Ex: Afghanistan (not an Arab state) use to have thousands of Jews who fled the country during the rise of the Taliban. They overwhelmingly immigrated to Israel and there is only one actual Jew living in Kabul, Afghanistan presently. Your friend Abby has posted David Duke (KKK Grand Wizard) videos on other articles and claims Jews are ethnically cleansing Ireland.
