This appears to be a criteria applied by countries where leprosy is endemic.
German Missionaries were making great advances in the treatment of lepers in Peru.
Overnight the Government decided that leprosy would be a bad advertisement for tourism and declared that it no longer had a problem.
The missionaries were sent home and now there is a problem.
Ignorance ensures that the leprosy continues.
