The 9 at 9 Nine things to know this morning: ECB preparing emergency funds for Irish banks; radiation leaked into sea near Fukushima; and rebels take key Libyan city.

1. #STRESS TESTS: Draft results of Ireland’s bank stress tests – which don’t include Anglo Irish Bank – show that they won’t need more than €35bn in support already provided through the EU/IMF package, according to the Irish Independent. Yesterday, a Bloomberg survey suggested analysts believe Irish banks require much more funding.

2. #BANKS: Meanwhile, the ECB is preparing to make an emergency €60bn fund available to support Ireland’s financial system for medium-term liquidity, according to the Irish Times.

3. #JAPAN: Officials say that dangerous levels of radiation have been recorded in the sea by the Fukushima nuclear power plant, the BBC reports, amid fears that the core of Reactor 3 has been breached. Authorities are still working to discover the source of the leak into the sea.

4. #LIBYA: The key eastern city of Ajdabiya has fallen to rebel control, Al Jazeera reports this morning. African Union leaders have offered to facilitate negotiations between the Libyan government and rebels to find a peaceful conclusion to the conflict. Loud explosions were reported in the capital Tripoli last night as coalition forces continue their military action against Gaddafi’s forces.

5. #SANDRA COLLINS: A second man arrested in connection with the disappearance of Sandra Collins from Co Mayo over ten years ago has been released without charge.

6. #CAREY: Journalist Sarah Carey has quit her Irish Times column and the Midweek programme on TV3, which she presented, in the wake of the Moriarty Tribunal report. The Irish Times reports Carey said in a statement that she felt she had no choice but to resign from the paper.

7. #MISSING: Gardaí are trying to locate 16-year-old Jonathan Kane, of Store Street, Dublin, who was last seen a week ago in Dublin city. He is described as being 5′ 9” and was wearing navy tracksuit pants, a black jumper and a black woolly hat with a peak when last seen.

8. #JEDWARD: Ireland’s Eurovision hopes may be in jeopardy as one half of the Jedward team is reportedly suffering problems with his throat. The Star writes that John has been diagnosed with nodules on his vocal cords.

9. #SNAKES ON A PLANE: Officials at Jakarta’s international airport in Indonesia have foiled an attempt to smuggle 40 sedated pythons out of the country on a flight to Dubai, according to the AFP.
