The plan was approved by Cabinet this morning and described by Minister Stephen Donnelly as 'a milestone'.
Members of the Oireachtas Health Committee had asked for a further delay in Cabinet approval, saying more consultation was required.
One member, Róisín Shortall of the SocDems, called the last two weeks of debate "a sham and a charade".
