How about enforcing existing laws?

Do not sell alcohol to anybody without a recognised ID. If one does shut the business down like they do in other parts of the world.

Do not sell alcohol to anybody who is visibly drunk in an off licence.

Do not allow people who are visibly drunk into clubs so that they continue to get ossified.

Stop selling drinks to a person that is visibly drunk while in the pub or club.

If people commit crimes while under the influence of alcohol they should be prosecuted to the full extent of the law. Having been under the influence of alcohol should not be taken into consideration when imposing a sentence.

Increasing the price of drink or trying to restrict access will not work and does not work anywhere where it has been attempted.
