'We're not going away': Crowds brave awful weather to keep water charges issue live

LARGE CROWDS OF anti-water-charge campaigners braved some torrential rain in Dublin city to state that they are ‘not going away’.

At the peak of today’s demonstration, a densely packed crowd stretched from a stage at the Spire on O’Connell Street down to Abbey Street.

More protesters listened to the speeches from further away with Right2Water’s Brendan Ogle introducing various speakers.

It’s the fifth major protest day organised by Right2Water, the umbrella anti-charges group made up of community organisations, unions and left-wing political parties.

Marchers gathered at Heuston and Connolly Stations and proceeded to the Spire where speeches began after 3pm.

There was loud cheers as various speakers made reference to protests ‘not going away’.

Among the politicians who spoke were United Left TD Joan Collins and Sinn Féin’s Mary Lou McDonald TD.

Sixteen-year-old activist Jamie Harrington also spoke to the crowd with Ogle saying that the teenager knows more about what’s going on in the the country than “an entire fucking cabinet”.

Heavy rain showers shortly before 4pm sent hundreds running for shelter and some some heading home. The heavy rain was followed by thunder as the rain worsened.

The Right2Water campaign say that the numbers at the march demonstrated that the campaign to abolish water charges was continuing.

“The Right2Water campaign will continue until that objective is achieved,” the campaign said this evening.

    I fully agree with “littleones” comment above.. The people are protesting about water but it’s so much more.. If the company had been set up right and not manned by arrogant snobs followed by sneers and threats from Alan Kelly etc they may have got people on board.. I personally don’t think the majority of people would have minded contributing a small sum towards the upkeep and maintenance but they can see that their money is going to pay the Elizabeth Arnetts, John Tierneys & Denis o briens of this world and that’s a whole different thorn in their side.

    Exactly, I don’t disagree with paying for water based on consumption, I am firmly against paying for a gold plated quango set up as a retirement home for failed civil servants and FG lackeys.

    FF were at least canny enough to make sure that they put enough money in the ordinary mans pocket to distract him from their cronyism and corruption. FG with typical arrogance thought they could just do what they like with impunity, they’ll pay for it come election time, It’s fairly clear by the increasingly desperate tone of the trolls and media of late that they are all very worried about the prospect of a government made up of someone other than the usual suspects.

    I think it was Stephen Donnelly who said in relation to Irish Water after the failure of the Eurostat test that in the real world Tierney would be facing legal action for his incompetence.

    I have a huge problem with consumption Dave Hanlon especially when this country is literally drowning in water.

    No need for meters, water is not scarce in this country and they know damn well its not scarce so why meters?.

    Simple really this was the goose that was going to lay the golden egg once IW was privatised/

    A poor family with 5 children would pay hundreds more than a couple of professionals with no kids, so basically the bigger your family the more you will pay does that sound fair to you?.

    Here’s how many times we pay for our water already.

    1. Income tax.

    2. Commercial water bills paid by every business, such as hairdressers, every small shop, every take away, every farmer, etc, in the country since 1977.

    3. 2% of all VAT since 1977 and compounded since 1997 in separate legislation

    4. 5% of all road tax since 1977 and compounded since 1997 in separate legisation.

    5. 490 million of property tax diverted to Irish Water,

    6. An additional 66% of the road tax fund diverted to Irish Water.

    7. 300 million from the national pension reserve fund diverted to Irish Water. The legality of this is questionable if the government considers Irish Water a private company.

    8. Hotels, pubs and restaurants all pass on the water charge to you. Part of the cost of a drink in a bar. All those businesses pay water rates.

    9. Irish Water meters.

    10. Domestic Water Bills issued by Irish Water since April 2015.

    Over the years this has been compounded by each government made up of at various times by Fianna Fail, Fina Gael, Labour, Progressive Democrats and Greens.

    if we are paying for water so many times over, you got to ask where is all that money going? Water network in bits! Beaches being polluted because the sewage network can’t cope and the reservoirs can’t hold enough for the number of people using them. Got to see the corruption and bad management in the local authorities before IW and now they are all moved to IW.

    There has to be some cap on consumption, at the end of the day if you give something free to people, damn right they’ll waste it. So my solution is don’t charge people for water, but if you wish to waste water filling pools from Argos, constantly watering your garden, or constantly washing your car, then you have to pay towards all this extra usage.

    Aging, a couple with no kids who have more disposal income than your average industrial wage family of 3 or more children will of course use an awful lot less water, but pay less even though they can afford to pay more, so why not let the bigger families take up the slack of the water that they never use?.

    Meters are nothing but a stinking cash cow in a country with (I’ll say again) 5 times more access to fresh water than your average European, go figure why we need meters or should I say why we don’t need meters????

    I said it before and i’ll say it again. the PAC need to bring before it previous finance ministers and ask them where did the misappropriation of funds earmarked and ring fenced for the maintenance of water infrastructure in this country go?

    And if they can prove within reasonable doubt that they or their political parties benefited directly or indirectly then they should be punished to the full extent if the law.

    William I agree completely with you. Obviously any system needs checks and balances to ensure that the most vulnerable are not unfairly burdened with excessive charges but consumption with an allowance based on means seems the fairest way to me, the same argument could be made about paying for electricity after all. Water does indeed fall from the sky in vast quantities here, contrary to FG’s version of reality, but given the processes required to maintain the infrastructure necessary to deliver it investment is essential. If the levies on motor tax etc were lifted and more money put back in people’s pockets then a consumption charge would make sense but as you correctly point out this entire exercise has been nothing more than a fattening of the cow for privatisation, personally I wouldn’t be surprised if a certain SOMEBODY *cough* has already been guaranteed the acquisition.

    Dave Hanlon yes of course the infrastructure needs to be paid for upgraded (over time) and maintained, but metering was not called for in a country literally drowning in fresh water.

    A simple yearly maintenance charge of say €100 is all that is/was required not a metering scam with original water tariffs that had the potential to go into 4 figures for many hard up families, hence why I’m so delighted that the Irish people for once in their life said enough is enough instead of surrendering like beaten dogs.

    Ciaran, What prompted me to respond was a post saying if Irish Water was set up differently then a lot more would pay . It does not matter if the Pope set up Irish Water people who have made up their mind still won’t pay and some are now giving this excuse for not paying.

    The €100 is a government ploy to encourage people to register with Irish Water, correct?

    SF told us all not to take this “bribe”, to stop registrations from increasing further.

    Now SF say it’s all ok to accept this “bribe”.

    I agree 100% with you. Speaking as a life-long FG voter, of many previous family generations, I will NEVER vote for FG again in my lifetime. As for Labour. I never gave Labour my No.1 or 2 but I will leave their candidate’s box(s) blank, again for the rest of my lifetime. GOOD RIDDANCE to both of those corrupt parties in my opinion. I never before voted for SF before, but they will be definitely getting a fairly high-up position on my ballot paper. It can’t happen soon enough in my opinion.

    Can’t disagree with any of that William, a fixed charge would have been the way to go alright and the money used to upgrade infrastructure, I can recall off hand how many millions were wasted on the metering program though *redacteds writedowns certainly would have fixed a pipe or 2…

    People are fed up of corruption, cronyism. Quangos , mismanagement. Lies . they didn’t care or worry about water or infrastructure when in opposition. Suddenly they are in government and its falling apart. Before they fix a pipe that’s meant to be on the point of collapse , they give a contract worth half a billion to their buddy. The game us up . if it was mismanagement for years at local level that water was neglected , why employ people that were part of that mismanagement. But hey this is government where they reward failure and don’t mind corruption, cronyism , mismanagement.

    Poor dermo. The government gamble to pad their registration numbers by swiping up to 100 million from a Department which exists to help the most vulnerable, offers it to people for signing up to a company they may not ever be a paying customer of, and then call it a water conservation grant even though there is no water conservation measure required to be eligible for it.

    And dermos problem with all of this is ‘what the shinners said’.

    But as has been mentioned elsewhere, paying for water by consumption will lead to water poverty, just as we have fuel poverty. There prospect of the privatisation of our water is also a real threat if we have direct charges or metering. It isn’t just about how IW was established.

    William Boyd is correct. The Dutch have to operate expensive / complex water purification plants to convert dirty water ( foul water ) to potable drinking water and still their €1.59 per m3 rate is 1/2 the CER approved IW rate of €3.70 per m3. Each person uses 45m3 per year. More info here:

    You make a great case for a self financing water authority. Yes funding for water services has come from every where and anywhere. We need to grow up and pay for what we receive to the extent which we receive it wheather it be gas water or electricty. People who have been providing their own water and sewage treatment systems for years have through their taxes paid for the provision of services to those who refuse to pay for services. don’t get me wrong their will always be people who genuinely cannot afford to pay and for this we have a social welfare system. In the past people on social welfare for example received a waver on their water rates. Society has an obligation to protect the weak or missfortunate. So do we need to protest? Yes. We should be protesting for an equitable system of governance where everyone pays for the services they receive once only and those who genuinely struggle are supported by a system that spreads the load proportionally across those who can afford it. I have paid my water charges (not a tax) and will not be claiming the €100 conservation grant as it has nothing to do with conservation. I have seen first hand our water services infrastructure and realise it needs proper management. I am not sure that IW as it is set up is the best way to go about it. But I am certain that while a water service has not got a clearly defined consumption related revenue source we will continue to have poluted lakes and rivers and water supplies with boil notices. Such is human nature.

    No Martin….you see even in the good times, when the government was awash with money, the water infrastructure was still not getting enough. The government was too busy throwing money at welfare recipients, unjustified public sector pay increases and taking huge numbers out of the tax net completely. Water infrastructure will NEVER get the investment needed if it relies on government expenditure alone because there will always be something more pressing that will divert funds away. Water needs a dedicated, ring fenced capital program as happens in every wester country. It’s the only way it can work.

    I wish people would stop using the old ‘we pay in our motor tax’. Firstly motor tax has been severely reduced from what it was levied back in he day… Most people are paying much less with the system. Also what about those who are kids, young, non drivers do they pay motor tax.

    We pay lots of tax for a USC – but get absolutely nothing in return.

    The money paid into the USC can be diverted from repaying bank debts (that are not ours in the 1st place) and fix the water system – everyone’s a winner then.

    Totally agree here with ur point. The amount of tax being paid into this country on a monthly basis shud be enough for a decent Hosp, water and road system etc etc.. The point is they let the money go to waste how many years now and into their own pockets on scandalous wages, expenses an the likes.. I’d of had no problem paying extra tax even for property and water had it be proven to me that me money was serving it’s purpose, fact is this government like the ones gone before it are sleevines and only out for themselves they cudn care less about this country an it’s services so long as they have money in the wallet an pensions to look forward to.     Ah Pat, you’ll enjoy this one so. I already posted about the group of people I met at airport last month, who were complaining they couldn’t afford the water bill. While drinking bottled water waiting on a flight to Portugal. well it appears they also boycott Topaz garages, to the extent that one said he would push his car past a Topaz if it ran out of fuel, would rather die than be seen to support them in any way. Imagine his shock and horror when I pointed out the Topaz tanker refueling the plane they were waiting to board!!! I asked had his holiday insurance got a clause that covered cancellation due to ideological reasons. Did they board their flight? You bet your ass they did, looks like ideals don’t stretch that far……………..

    Here’s how we pay for our water already.

    1. Income tax.

    2. Commercial water bills paid by every business, such as hairdressers, every small shop, every take away, every farmer, etc, in the country since 1977.

    3. 2% of all VAT since 1977 and compounded since 1997 in separate legislation

    4. 5% of all road tax since 1977 and compounded since 1997 in separate legisation.

    5. 490 million of property tax diverted to Irish Water,

    6. An additional 66% of the road tax fund diverted to Irish Water.

    7. 300 million from the national pension reserve fund diverted to Irish Water. The legality of this is questionable if the government considers Irish Water a private company.

    8. Hotels, pubs and restaurants all pass on the water charge to you. Part of the cost of a drink in a bar. All those businesses pay water rates.

    9. Irish Water meters.

    10. Domestic Water Bills issued by Irish Water since April 2015.

    Over the years this has been compounded by each government made up of at various times by Fianna Fail, Fina Gael, Labour, Progressive Democrats and Greens.

    €1072 (4 x €268) annual Tax on my 10 yr old car.
    €280 goes to road tax – same as my wealthy neighbour pays on his NEW car.
    €792 balance goes to Irish Water.

    Enough, no more, not another cent to subsidise the wealthy who can afford new cars.
    Fine Gael get this odious obscene car tax situation sorted first, not the pipes, then maybe people will pay for water and sewage services.

    “Under section 3, the full proceeds of motor tax income are assigned to local authorities to replace the income lost through the abolition of domestic water and sewerage charges and the rate support grant. I wish to clarify that these proposals do not involve any new tax but a redirection of existing taxation, which will remain local rather than being paid to the Exchequer. This will provide local authorities with full ownership of the proceeds of a single buoyant tax fully protected by law.     No increase in Motor tax, no increase in VAT, merely a model to replace the income lost by the abolition of rates. Redirecting of existing taxation to local authorities to do what they will.

It was decided, following consideration of each authority’s income from rate support grant, domestic water and sewerage charges and each licensing authority’s motor tax income, that local authorities should retain 80 per cent of motor tax income on cars and motor cycles. We concluded that this was the optimum retention rate if the authorities were to be allowed to retain the maximum amounts possible of motor tax income collected by them, while at the same time making sure there would be sufficient resources in the equalisation fund to enable it achieve the objective for which it is being established.

    Why shouldn’t people pay for a service they use? Right to water is a joke, say that to millions worldwide without proper drinking water, we are privileged to be able have running water and being charged based on how much we use is the fairest way to go about it. The government messed up in the implementation of Irish water but that still dosn’t mean people shouldn’t pay. And people who claim they’ve travelled to all the protests from all over the country, surely the travel costs involved could be put towards paying for water charges.

    H, the point is we have been paying and still are, BUT the money hasn’t been spent for what it was taken for, the Maintenance and upgrades of the system, just like the money taken now hasn’t been. And that doesn’t just go for the present government either, it’s been mismanaged by successive governments for years with the money just syphoned off and left to rot, although we only have the governments word as to the state of most of it (funny that isn’t it). The biggest concern is now we are having to pay even more money and nothing has changed.

    Yeah Alan you’re right. The money has never been spent on water… these water pipes didn’t just break or needed to be upgraded 2–5 years ago but 10+ years. Successive Governments have been wasting the money on public services, wages, roads, education, social welfare and pensions.

    Stop making a political statement Patlyndo. FF & FG are very similar. Sure FG just the first 3 and a half years implementing FF policy based on the bail-out. That is not what is being debated. The FG government spent best part of a billion creating a bill system and an overpaid quango who committed to 12 years of contracting council staff. The unions didn’t make a sound while this was happening. The lessons of the HSE creation were missed (the FF creation – again a good idea but badly executed). But when the government is led by a man who hasn’t had to put his man into pocket for 40 years – what is to be expected.

    I don’t think that the ESB can just “up” their rates buzz, they have to submit notice of rises to regulator and have good reason, usually the reason is dictated by external factors.

    Ogle is a g0b- shlte, we all know that, but don’t confuse personalities with issues.
    I didn’t march today because maryloo roll and ogle were there and I am glad I didn’t if a teenager was put on stage to use foul language to take a pop at the government.

    However that does not deflect from the issue which is that Irish Water is an unnecessary organisation created by the govt as a way of assuaging the public servants, the germans and ‘others’ that there will be a privatised water system in Ireland in the future.

    There is a very funny smell of this water !!!!

    Buzz, it’s gone in the pot to pay for water investment today, that also pays for county council salaries, generous pensions, social housing etc etc. Because it wasn’t ring fenced it went everywhere and anywhere, so it’s gone. It’s why direct charging is a better idea.

    I also agree with Stiofain. I have no problem paying directly, I have a big problem with IW(Eurostat fail explains why) and I have a problem with the government for not reducing road or property tax to counteract the bill. Theres also that little worry about it being sold off in a few years and for some reason the government wont nationalise it so that cant happen, wonder why…Its a complete farce and failure.

    There were decreases in Property taxes last year in Dublin, and this is what added to the homeless crisis as less money went into the kitty as a result.

    Re: Motor Tax, there was no increase in Motor Tax when the funding model changed from rates in 1997.

    I’ve heard that they are boycotting road tolls,because our motor tax pays for roads and the won’t pay twice.
    It won’t stop them using the likes of the M50.but they just simply won’t pay the toll!!!!!

    @buzz on your earlier comment I just said the money was spent elsewhere, not cronies etc. Truth is I’m no huge fan of IW but just cannot support the “we won’t pay” mentality. Also something had to replace the CoCos which as we said were crap organisationally.
    I believe that if they do get rid of IW then privatisation won’t be too far away, as they won’t go back to CoCos.

    Privatisation ref fair point maybe I’m not sure about that. I think the whole point of the Eurostat tests was to get the borrowing off govt books, and also would allow spending to avoid public procurement rules which make procurement very inefficient.

    Well done fellow citizens. Ireland is awash with water and rain on a regular basis. We are one of the most wet countries on the world. How on God’s earth would the Irish pay for basic water use then. Well the simple anwser my friends, is the Irish Administration sold out to Angela Merkal of the ruling Germans. Water, oil drilling rights, fishing rights.. All sold out! The Germans control Irish Finances. Great to see and hear a massive Irish Republican vote of sovereignty.. Enough is Enough… Irelands natural assets belong to us! Not to Europe! Stand up to austerity.

    Water charges will never be abolished.
    We have always paid for it in one form or another, from rates, to income tax to road tax.

    The protest should be focusing on achievable goals of fairness and accountability rather than the complete nonsense of making water free for all, when it has never actually been free.

    Ironically water meters could play a key role in ensuring that those who cannot afford to pay, do not pay.
    They could actually be used to cut down an excessive water usage, reducing the waste would provide the means to give water freely to those least able to pay for it.

    The whole “movement” is just a giant working class whinge. The good old days are well over, when welfare rates were among the highest in Europe, when public sector employees got totally unjustified pay increases on the back of private sector hard work and success and a huge number of lower paid workers were taken out of the tax net altogether. It was ridiculous and a fantasy land, that is the real Bertie legacy with his pathetic attempt to try and be all things to all people. All that’s happened now is normalcy has returned and those who were been given money for nothing don’t like it and are latching on to a meaningless protest against water. They should at least be honest about what they’re marching against, it has nothing to do with water. They should be more honest with their agenda, they just want the middle class to pay more tax and transfer the money into their pockets.

    Sorry, ain’t going to happen. The county owes citizens nothing, you have no right to expect hard working taxpayers who are doing well and are successful in their careers, to just gladly hand over more and more of their money to others and basically pay for all their services. Time for a lot of Irish people to stop blaming others for their lot in life.

I have suggested the use of water cannons to disperse the crowd from our presence but seems the others have other plans perhaps but il press the issue..

    It is ironic that the protest was the recipient of a deluge of free water courtesy of the Irish summer. The government and FF will simply ignore it. There is a need for coherent policies properly costed to be produced by the Left if they want to gain power at the expense of the present incumbents. One issue politics is not enough. I am surprised that the streets are not full of people protesting the USC which was a worse money grab than the water tax. What would the Left do if there were no water taxes?

    Tom – tis not my party – you see I was never one to run with the herd and I can smell a politicians BS from a mile away – you need to talk to the huge percentage of the electorate who actually voted in this government, you know the ones here whinging how they will never do it again – while contemplating voting in yet another pack of BS’er promising them all kinds of free stuff.

    Well done, to all the people, left, right or centre wing who marched to protest the globalist scam of Irish water. Ireland is being used as a test experiment country for globalist policies. It is very important that the water protest stays focussed on the water protest, and not as many whom I spoke to at the march, described the far-left leaders as politicising it for other causes. They are going to dilute and destroy our focus and resistance to this criminal theft of our access to the basic human right of water.
