Financially-strapped Palestine asks Arab nations to stump up cash

Israel has withheld the usual instalments of tax revenue since Palestine successfully won observer status at the UN.

Palestinian foreign minister Riyad Al-Malki says he has raised his administration's financial shortage with the Arab League.

THE PALESTINIAN GOVERNMENT in the West Bank has urged Arab nations to deliver on pledges to supply the cash-strapped Palestinian Authority (PA) with around $100 million (€75 million) a month.

Already mired in a financial crisis, the PA has suffered further with Israel’s decision to withhold the transfer of tax and tariff funds it collects on behalf of the Palestinians in the wake of their successful bid for enhanced UN status.

Arab nations have pledged to help make up the shortfall with a so-called financial ‘safety net’, but the money has yet to be delivered.

“The cabinet… called on Arab states to activate the Arab safety net and disperse the funds it had pledged,” the Palestinian cabinet said in a statement following its weekly meeting.

“The National Authority needs $240 million a month to be able to fulfil its obligations, as long as Israel continues to withhold our funds.”

The cabinet also called on the international community “to compel Israel to [follow] the rules of international law and relevant international resolutions, and to stop the robbery of our people’s resources and income.”

Public workers on strike action

The Palestinian Authority has been deep in a financial crisis for months now, with pledged aid from various nations on hold, and is finding it increasingly difficult to pay its employees.

Civil employees have resorted to strike action, although union leaders acknowledge that the government has little ability to secure the funds it needs to pay workers.

Speaking to the official Voice of Palestine radio station today, Palestinian foreign minister Riyad al-Malki said he had discussed the situation with Arab League chief Nabil al-Arabi.

Arabi informed him that four Arab nations had indicated their willingness to contribute to the ‘safety net’, which is meant to provide the PA with $100 million a month.

Separately, Algeria agreed to move up its transfer of $52 million in scheduled, non-safety net funds to the PA, Malki said.

  • Apartheid is a crime against humanity. Israel has deprived millions of Palestinians of their liberty
and property. It has perpetuated a system of gross discrimination and inequality. It has systematically incarcerated and tortured thousands of Palestinians, contrary to rules of international law.
It has, in particular, waged a war against a civilian population, in particular children…

Furthermore, Israel uses sophisticated attack jets and naval vessels to bomb densely- crowded refugee camps, schools, apartment blocks, mosques and slums to attack a population that has no air force, no air defence, no navy, no heavy weaponry, no artillery units, no mechanized armor , no command in control, no army and calls it a war.
It is not war, it is murder.

These are not my words but the former is Nelson Mandela and the latter Noam Chomsky.
To say that Israel is somehow threatened by the might of Palestine is somewhat misguided. Sure, Palestine has “homemade rockets” that are somewhat of a threat. but when you consider the actions taken in response to their actions then they are disproportional. I find it amusing that anyone in a democratic country could excuse Israel’s actions on the Palesntinian people. In actuality it beggers belief. What happened to the Jews in WWII should never have happened and yet is a constant reminder how fragile the human race is…However, to see how a Jewish government can consistently use similar methods on the Palestinian people makes me wonder have any lessons been learned? I’m not saying that Israel is similar to Nazi Germany but the incarcation, degradation and humilitation of the Palestinian people (older men, women and children) through economic sanctions, their right to land, their right to dignity and the means to quality education and health care can be seen as history repeating itself but this time in a more perverse fashion. Successive democratically elected governments in Israel have pursued this type of foreign policy which is nothing short of inhumane. And yet some people here think that what Isreal does is perfectly justified…Hmmm…..

    • No, what the article fails to mention is that Israel is using the funds to pay off the palestinian’s debts to the israeli electrical company. Would you prefer that electricity was cut off to the west bank. Silly question, of course you would so you could use that as a stick to beat Israel. It’s shameful how quick certain sections of the Irish are to call Israel terrorists yet have no problem with murdering terrorist thugs of Hamas and their ilk.

Oh hang on, that’s not really shocking at all.

Silly comment Richard. You need to look more closely into issue. Western media outlets, afraid of litigation, have their hands tied by Israeli lawyers.
Israel is indeed using the money to pay off an electricity bill by the Palestinians.
But what about the hundreds upon hundreds of schools, government buildings, clinics, hospitals, water works, utility buildings and renewable energy technology that have been destroyed by Israeli munitions in illegal manoeuvres. Surely, if you apply the same logic that if a bill is owed to the Israelis by the Palestinians that it must be paid then biliions upon billions in compensation should be paid immediately to the Palestinians by the Israelis.

      wrong -
Israel has withheld the badly needed money as a direct punishment on the Palestinian people, because of Palestine’s successful bid for enhanced UN status.

It has been doing this since 1967.
Israel gains at the expense of the Palestinian people.
Disgraceful what the get away with.

    • Ye have a pretty strange view of Israel, especially when you consider your Christ was a Jew. It’s a relatively tiny nation, with almost no natural resources, surrounded by some of the richest countries in the world. It’s the only non-Muslim state in the Middle East. It’s the only democracy and its surrounded by countries intent on its destruction, militarily or otherwise.

Ask any of the bleeding heart pseudo-Palestinians here where they would rather live, receive medical care, educate their children, go for a quick pint and I’m sure they won’t list Gaza City, Damascus, Beirut and Cairo.

Sounds like a case of the Arab world putting its oil money where it’s mouth is!!

Don’t get me wrong Hamas are bad news for the people of Israel and Palestine.
But Israel will never negotiate with any party elected in Palestine.
Israel sets out its own rules on Palestinian state.
No military,no airspace and a limited area out to sea which Israel wants to over see.
Israel has lost the run of itself.
Land grabbing, dividing farms and causing a humanitarian disaster on gaza.to name a few of their crimes.
How can Israel find peace with her neighbours when she herself does not promote peace.

      Excuse me Richard?
It’s shameful how politicians in the Israeli Department of Foreign Affairs labelled our country the most radical & hostile in Europe.
It’s shameful how members of the Israeli Defense Force treated the deployed soldiers from the Irish Defense Force.
It’s shameful how The Mossad forged Irish passports.

A UN Special Rapporteur, John Dugard, concluded that Palestinian terrorism was the “inevitable consequence” of Israeli occupation. While Palestinian terrorist acts were deplorable “they must be understood as being a painful but inevitable consequence of colonialism, apartheid or occupation”. Dugard accused the Israelis state of acts and policies consistent with all three. (Newspeak in the 21st Century).
Israel regularly ‘arrests’ Palestinians in the occupies territories which it cannot do under International Law. These ‘arrests’ should be referred to as kidnappings by Israeli security forces but they never are in Western media outlets.
Israel is a diabolical state and it should transfer over any monies it owes to the Palestinian Authority along with tens of billions in compensation for countless war crimes/atrocities.

Israel shud now be immediately suspended from the UN and an embargo placed on all their exports and more importantly imports of armaments from the USA and Europe. If they allowed to hold a UN resolution in just distain boot em out.

  • Talk about cutting off your nose to spite your face. If netenyahus pettiness causes the PA to collapse then israel will be obliged under international law to step in and run the occupied territories at its own expense.
