Opposition TDs force Dáil debate on domiciliary care allowance

The allowance is given to the carer of children with severe disabilities who need close supervision. Opposition TDs say there have been significant problems with the payment recently.

THE DÁIL’S TECHNICAL group, made up of Independent and United Left Alliance TDs, is to table a Dáil motion calling on the government to radically reform the domiciliary care allowance.

The domiciliary care allowance is a monthly payment given to the carer of a child with severe disabilities who requires close supervision or attention.

Many families have encountered significant problems accessing and retaining the allowance since the administration of the DCA was transferred from the HSE to the Department of Social Protection in 2009, the Technical Group said today.

The Department lacks the ‘appropriate level of expertise’ to assess the eligibility of claimants, TDs said. In a statement, the Group said it has received ‘ongoing and escalating’ appeals from people to ask the government to address the  increase in application refusals and rulings in ineligibility for the allowance among those who have come to depend on the payment.

The Dáil will spend three hours debating the issue between next Tuesday and Wednesday.

Last week the Taoiseach was forced to fight off accusations from Fianna Fáil that the government was specifically targeting autistic children with the proposed cuts to domiciliary care allowances.

  • Yes, attack the most vunerable people / children in society why don’t they? This is why the DCA Warriors are fighting to retain this payment. If they need to make cuts, why isn’t it to their fat salaries and expenses??? 309 euros a month is not much to them but means a whole lot to those in receipt of the payment.

  • I wish I had the words to describe the frustration and pain of being under pressure with a child that requires monitoring around the clock, a father who is away from home for 84+hours per week (because he’s lucky enough to still have a job albeit 110km away), no family nearby to leave your other child with when you’re running to Speech, Occupational and whatever else appointments. Then they still have the audacity to ask me why do I need money for daycare for my normal 3year old when I’m a stay-at-home mom. Then we still need to find a private Psychologist cause the HSE could still not fit him in somewhere after him not talking at all in school since he started last September. Then they lob you with these reviews where you have to chase all up all his therapists for reports, beg your GP to affirm them and compile letter after letter to appeal a decision made by people who have no clue…..We’re already under pressure, do they want us to crack completely now??

  • The government have shown that they really dont care about children with special needs in Ireland.Bad enough that most cant access services via HSE .Children with Special Needs usually require a parent to remain at home to be a full time carer they cant go out to work because they have a full time care job at home.If special needs children are suported they will at least have an opportunity to become future tax payers and a chance at independence and a furfilling life that is what we what for our children surely .
    The government does not see parents as Carers of their special needs children and the value of what they do .It seems they really do not care about us .

  • There are some people who really need and deserve this money . But I also know of people getting it and they shouldn’t be .. I know one girls getting DNA and loneparents and half rate careers for a chi,d who is just a little slow at learning This kid is a lovely kid well behaved ect . i also know of a woman whos son was totally wild and needed constant care to keep him safe this child was even in a high support centre for kids in ireland yet they took this payment off this woman ,, so unfair . They need to be a bit more careful that the real people in need of this money are the ones getting it .
