Richard Behal is 72 years of age and lives in Arbutus Grove, Killarney. He contested the European elections as a Sinn Féin candidate in 1984. During that campaign he was excluded from an RTE broadcast under Section 31 of the Broadcasting Act. As a result, he refused to pay his television license for over 20 years and was jailed once for not paying the subsequent fines.
