IN THE EARLY hours of this morning, the United States government shutdown for the first time in 17 years.
It means hundreds of thousands of workers are furloughed – placed on temporary unpaid leave – while nearly a million more are to work without pay.
How did this happen, what does it mean and what’s going to happen next? TheJournal.ie breaks it down…
What’s happened?
The US Congress – the House of Representatives and the Senate – has failed to agree on a budget for the federal government by the 1 October deadline. Because of this there is effectively no money allocated to pay people who work for government departments and agencies.
Therefore around 700,000 federal workers – people who work for government departments and agencies – have been sent home without pay for the day. In the US they call this a furlough. But it’s anything but furry.
In addition around a million people have to work without pay, which is pretty rubbish. Speaking of rubbish the shutdown means that trash (as they call it over there) may not be collected and could pile up in some parts of the States.
What else is affected?
All sorts of other things close down including the Smithsonian museums, national parks, passport offices, zoos (though the animals still get fed) and lots of other things. The White House operates with a skeletal staff.
This New York Times graphic gives a good breakdown of who has to work and who does. Actuaries stay at home but if you’re an air traffic controller you’ve got to go to work.

How did this happen?
As we said, the US Congress couldn’t agree a budget to fund the government for the next year. This has been a long-time coming and the government nearly shutdown in April 2011. In recent years the government has been funded by what’s known as ‘continuing resolutions’.
This time however Republicans in the House of Representatives – which they control – tied the passage of the budget to Barack Obama’s controversial healthcare reform, large chunks of which come into effect today.
What’s the deal with that?
‘Obamacare’ proposes to widen coverage for uninsured Americans and mandates them to buy health insurance (there is no public health service in the States like the HSE or the NHS in the UK) but Republicans and others believe it is too costly, will hit employers hard, and impinges on civil liberties.
Republicans in the House wanted to tie government funding to a one-year delay of Obamacare but when they passed a bill on this late last night it was immediately ‘killed’ in the Senate – which Democrats control – which stripped out the healthcare provisions and passed their own budget bill.
With the two houses deadlocked the government had to shutdown. “The House has voted to keep the government open but we also want basic fairness for all Americans under Obamacare,” said the defacto leader of Republicans, House speaker John Boehner.

Most are pretty hostile towards the bill but the key here is that Republicans have a large Tea Party wing which is fundamentally opposed to what Obamacare does.

The Tea Party is a political movement which sprung up amidst the financial crisis. It advocates reductions in the national debt, spending and taxes. There are various extreme elements within the movement. Some want to shutdown the Department of Education, others are more moderate.
The point is that some Tea Party Republicans in Congress – like Ted Cruz – hold huge sway over they way in which the Republicans vote. House Democrat Leader Nancy Pelosi was in no doubt as to how much sway the movements holds, saying: “It’s the Tea Party shutdown of government.”
What is the wider impact of a shutdown?
Estimates put the cost to the American economy at some $300 million for every day the government is shutdown.
Goldman Sachs estimates that if it were to remain shutdown for three weeks then gross domestic product – a key economic growth indicator – could be down by nearly 1 per cent in this quarter alone.
But how long is it likely to last?
As long as the two houses of Congress can’t agree on a budget the government will remain shutdown.
Has this happened before?
Yes, there have been over a dozen US federal government shutdowns in the last 40 years but all of varying degrees of severity. Some lasted a day, others a few days.
But the longest lasted three weeks in 1995 and 1996 when a Democratic President faced off with a Republican House Speaker – just like today – as Bill Clinton and Newt Gingrich failed to agree on a budget before eventually a compromise was reached:

How do these things usually get resolved?
Compromise is the key if experience is to go by but public perception and reaction is also important.
A poll out yesterday showed that most people would blame Republicans in the House if the government shut down. This significantly weakens Republicans’ hand in any negotiations as the longer the impasse remains the more damaging it is to them.
The last time the government shutdown it ultimately harmed Republicans as Newt Gingrich was ousted in the House and Bill Clinton retained the White House.
Barack Obama’s unwillingness to compromise on his landmark healthcare reform, which – as he pointed out – has passed both houses and found to be constitutional by the US Supreme Court, shows how difficult it will be for a compromise to be reached on this occasion.
What’s going to happen?
No one can say for sure but in just over two weeks time the US is scheduled to hit its debt ceiling of $16.7 trillion.
The White House i.e. Obama wants to raise the ceiling so as that the government can continue to fund all of what it does.
If that doesn’t happen the US defaults on its debt for the first time ever and that’s a big deal for its economy and the world’s economy – it’s that old saying: ’When American sneezes the world catches a cold’.
But Republicans want to tie any raising of the debt ceiling to, yep, you guessed it, defunding and/or delaying ‘Obamacare’. A debt default and a government shutdown would be bad, bad, bad.
All that doesn’t sound too good?
Yep and with Obama feeling there is no wiggle room on his healthcare reform and Republicans wanting to defund or delay it there does not appear to be any compromise in sight right now.
But the longer the shutdown goes on the more imperative it becomes that one is reached for the US and the global economy.

What I find interesting, is that these people with their unwavering contempt for the less well off and the uninsurable (pre-existing conditions) call themselves Christians? Hypocrites!
The GOP and the Tea Baggers then try to link affordable healthcare to some sort of communism, invading their shores, which puts the wind up conservative voters. They scare easy, very easy. Not only is Obama and his ‘commie’ party trying to regulate fire arms, to protect it’s citizens from mass shootings, but here they are trying to make health care accessible to those who either can’t afford it, or can’t get accepted due to underlying health problems.
The US should look out for it’s citizens, not kick them when they are down. “Suck it up!” But lobbyists working on behalf of billionaires won’t see it that way. Having seen some GOP/ Tea Party supporters, I realised that some turkeys WILL happily vote for Christmas.
Thousands of disabled people have got no healthcare now .Obama lied , they have had present policies cancelled and must get new Obamacare ones ,but can’t .Pre existing conditions mean massive price hikes (my friends went from $250 to $1150 per month) or refusal of coverage at the previous level.

It is a deeply unpopular piece of legislation that was only found constitutional by a loophole declaring the mandate was actually a “tax”. Obama has already delayed certain elements of the act as it has become clear that they are unworkable. That said the republicans should let it go into effect and watch it collapse under its own weight.

“In a rejection of congressional Republicans’ strategy, Americans overwhelmingly oppose undermining President Barack Obama’s health-care law by shutting down the federal government or resisting an increase in the nation’s debt limit, according to a poll released today.
A majority of the public, 58 percent, is opposed to cutting off funding for the insurance program that begins enrollment today.
By 72 percent to 22 percent, Americans oppose Congress “shutting down major activities of the federal government” as a way to stop the Affordable Care Act from going into effect, the national survey from Quinnipiac University found.”

So we’re about to abolish the Seanad and we enjoy nothing better than getting stuck into politicians when they behave like doormats for the executive government.
But when US politicians stand up to the executive and say, “hang on, you can’t just keep increasing the debt ceiling with no consequences” – in other words they do they job that’s given to them by the constitution – that’s a bad thing. And it’s all their fault.

Emily. This isn’t about the debt ceiling. The Republicans couldn’t give a fiddlers about their debt, (which is mostly owed to themselves), I think China is the next largest creditor. Anyway, they have no problem increasing their defence budget, while taking money from education and healthcare, amongst others.

Now, it might be a good question to ask why the GOP supported it then but not in 2010, but it’s also an equally good question to ask why the Dems were against it then but support it now.
In the same way, it might also be an interesting question to ask why Romney supported such a system when governor but not as a presidential candidate. However, supporting a system in one state is radically different to supporting it on a Federal basis, as you know. It would have been a good idea for Obama to have looked at the Mass.system to see what its failings were.
The us constitution is also very clear that one does not repeal or amend a law by holding the budget hostage. It requires votes in both the senate and house and signature by the president to change our laws. The tea baggers are nothing but home grown terrorists. They lost this debate when the law passef four years ago and they lost in court.
Well said. It is about mandating universal healthcare without a way of funding it except through deficit spending. Democrats want the uninsured to have good healthcare…you can hardly argue the principal. But how to pay for it? The republicans so dislike Obama that they can’t articulate the real point. Millions of Americans don’t want health insurance because they are young and healthy and figure they don’t need it, now they have to buy it or face fines – sorry, ‘taxes’- which will offset the losses (in theory) the insurance companies will make having been forced to insure unhealthy people by the same law. There are other ways to make health insurance, actually the cost of healthcare which is behind that cost, cheaper, but Obama is not interested.
So, yes, now everyone will have health insurance, possibly, even though it will become really expensive. Probably. Nobody knows!
I helped run a reinsurance company in Ireland that reinsured US Medical so I do know a little bit about this.. The fact is spreading the risk to all (both healthy and unhealthy or in auto for example to both good risks and bad risks) is fundamental to insurance. You all have universal health paid for thru taxes for both good and bad risks. In any event costs are an issue and need to be addressed. It is VERY interesting the insurance exchanges just opened yesterday and have been overwhelmed with folks looking for medical coverage..So ….maybe this isn’t about medical coverage or health care at all.. Maybe it is about the fact that Obama is black and the extreme right wingers (located primarily in the South – think confederacy/slavery) can not stomach a black President. It is intersting as to how this is all playing out.

Jim you have to buy motor insurance to protect other road users not just yourself. The same cannot be said for health insurance Obamacare is the federal government forcing individuals to purchase costly insurance. Just because the Senate stripped the ACA delay from the House’s CR bill does not mean that the government had to shut down. What is meant to happen is that both houses go to conference, negotiate a middle way and pass a compromise bill. Republicans have refused to countenance this since the spring. It is *all* on them. The defence budget is out of control, but it’s hardly accurate to say they want to hit health care. The disputed line item is funding for Obamacare, which has cost billions but created not a single new doctor or nurse.
US *government* spending on healthcare, state and federal, is about 9% of GDP. That’s almost as much as France. Yet agreement on a budget which doesn’t reduce this is “hitting healthcare”. Why is this?

The honor flight veterans are flying in from everywhere, but the House of Representatives didn’t see fit factor that in when forcing this action.

Regarding the laws being passed, can you elaborate? Because, this seems like a throw away comment with no substance behind it.
Please look up Obama’s golf games and see how frequently he plays during crises. Building a physical barricade for a memorial that has no gates, doors, or ticket takers is a waste of money when they have sent people home without pay.
