Government to launch major anti-bullying plan

Ministers Ruairí Quinn and Frances Fitzgerald will unveil the Action Plan on Bullying later today, including plans for all schools to keep a formal record of bullying incidents.

THE GOVERNMENT IS to launch its major plan for tackling bullying in schools today.

Minister for Education Ruairí Quinn and Minister for Children Frances Fitzgerald will unveil the Action Plan on Bullying at the Department of Education this afternoon.

It is believed that the plan will involve schools being required to keep a formal record of all bullying. Parents will be encouraged as part of the plan to look out for signals that their child may be a victim of bullying.

A website will also provide information for parents and teachers on how to look out for different types of bullying.

A national public forum on anti-bullying took place in May last year at the Department of Education in a bid to explore new ways to tackle the problem of bullying in schools.

Separately, the Department of Education will issue mental health guidelines for secondary schools but a date has not yet been set for when this will happen.

    They need to start introducing mental health education in primary schools. The earlier children learn about it and understand it’s okay to feel bad, hopefully the less confusion and anxiety there will be in their teenage years.

  • I would love to know how exactly they plan on implementing this strategy. School guidance counsellors hours are now taken from the same general pool as academic hours – a decision that was made by this government. This is such a valuable resource to so many young people in schools yet the government just launch a big strategy while making it all the more difficult for schools to deal with bullying is just supremely typical and playing to the media rather than the young people its supposed to be protecting.

  • If this saves the life of even one child then well done I say. The whole issue of mental well being should be built into the school curriculum from an early age. Too many young people have taken their own lives for this not to be seriously addressed. Hope this works..and quickly.

  • I feel so sorry for kids at school today .remembered being bullied myself at school but difference was when i went home i didnt get emails txts of the ones that were doing it. People can be as horrible as they want behind a screen . They cant see the consequences of their actions. I dunno just wish young Pepole would see school is more than likely not the best years of their lives and either is your teens in general . It gets better . There’s always going to be nasty people out there but

  • I’m surprised (and not surprised) that any school would not keep a record of bullying they are aware of. The onus is still firmly on parents to bring up their children to have respect for others. Children will copy what they see at home, from the earliest years. Schools have a duty to act responsibly while children are in their care BUT require support from the bully’s parents to deal with the issue comprehensively. It would also be a mistake to conveniently assume bullying is confined to the schoolyard: it is now feature of many workplaces. It does not stop at adulthood, nor are adults immune from it effects. It’s described then as “domestic abuse”, and “workplace bullying”. The initiative should at least serve to educate those being bullied that it is not their fault, and that they can speak out without fear. Bullies thrive on silence. Valuable life lessons.

  • Nothing new in this initative. A publicity stunt. As per book rental initiative, child protection and anti bullying schools parents children and teachers can find out about the details on the Department of Educations Maze of a web site.Clicked on Departments Children First booklet (child protection guidelines) and got directed to Department of Health.

  • Bullying is endemic to Irish society, We behave like cattle with the biggest and strongest and usually male, getting to the trough first. Lets start by giving up bullying children and then they might not bully each other.

  • Great article from the Journal. I agree that we need to have a plan taking all things in the consideration like mental illness, physical disabilities, and kids who are different, and he bullied kid deserves protection. I feel documentation is the way to go specially living in this legal world where everyone sues for every little thing. I know this website called Hib Hub community, they actually have a software that would solve the burden of the government by documenting bullying incidents.

    • The biggest bullies are the schools themselves. The department of education fund schools using taxpayers money, yet schools and their board of management are allowed to write up enrolment policies that sometimes clearly discriminate against the eldest or an only child in a family. When you appeal this policy to the department of education, you are basically told that a school is entitled to write whatever policy it chooses, and as long as they adhere to it, then there’s nothing they can do. I can’t think of any other walk of life where such blatant discrimination would be tolerated. So much for children’s rights. It’s disgusting, when a few unqualified do gooders can make up rules that supersede a department full of highly paid so called professionals. Only in Ireland.

  • Bullying is endemic to Irish society. The word comes from cattle behavior and Irish society is pretty similar to a herd of cattle. The biggest and strongest get to the trough. Any change has to start in the home, with parents respecting their children, and not bullying them, followed by teachers stopping bullying the children.

  • Lets hope they read, understand & follow what ot sets out.

    In my opinion writing laws that that the Irish Citizens do not want and cancelling meetings owing to those citizens mounting protests is bullying.

    Then again what can we expect from a bunch of failed teachers who think they are still dealing with and can order around children.

      So you believe Enda Kenny and his bully boys are doing a super job. Well according to public polls conducted last weekend you are in a minority of 11%.

      Why have so many not paid the household charge? Why has he involved Revenue in collecting the Property Tax in place of the Local Authorities? Why did people protect at the meeting in Cork last night? The Mayor states he was bullied yet the Garda have arrested nobody. Why have the people of Phil Hogan’s own constituency attacked him?

      Simple they have had enough of the BULLYING.

      It is simple why failed teachers and their like end up in politics. Most people do not get 3 or 4 months holidays per year because they are trying to keep their family in a home with food on the table, so don’t have the time to run for public office. Most people don’t have the luxury of taking a career break to peruse personal political aspirations.

      As for the “character building” you talk about. I know of lots of teachers through my childhood and as a parent who believe in “character building”, which is just a fancy way of saying BULLYING.

      The ultimate in BULLYING by our current Government is expelling party members or “removing the whip” if you prefer, when those party members in their own coconsciousness vote against the “party” line!

      Until I hear Enda Kenny and his bullyboys in FG & Labour come out and say they are doing what they are doing for the good of the country and are not concerned with being re-elected I will continue to consider them to be self serving corrupt bullies.

      I guarantee you before the next election due in 2016 (if the Government runs that long) FG & Labour will reintroduce FF’s ploy of tax cuts as a way of buying that election.

      Finally before I get more comments about being a troll or being off point. What this Government is doing in some Departments is against the law. One Minister even said they would continue to break the law as to comply would be much to expensive for the state. However as the broadcast & print media in this country are bed fellows with the Ministers and controlling what “NEWS” people get and when they get it, people do not join the dots.

      So what do you call a politician who chooses to allow his Government not comply with some laws but takes citizens to court for not complying with others? In my mind that is BULLYING not only on an individual but on a state scale!

  • Kids will be kids unfortunatly. If you tell them not to do something, they are more likely to do it and no amount of legislation is gonna change that. Need to teach these kids to stand up for themselves. The world is a cruel place, and it starts in childhood.
