Emanuel formally steps down as WH chief of staff

RAHM EMANUEL has formally stepped down as White House chief of staff, being replaced by Pete Rouse – a shrewd political navigator known in Washington as the “101st senator”. Announcing the retirement – and hinting at Emanuel’s inevitable run for Mayor of ChicagoBarack Obama said his administration “could not have accomplished what we accomplished without Rahm’s leadership”.
