Rent certainty, Alan Kelly, and Michael Noonan.

While the government is sticking to its line that discussions between the environment minister Alan Kelly and Michael Noonan over the issue of rent certainty are proving “constructive”, the issue is unlikely now to be resolved entirely to Kelly’s satisfaction.

While he favours a system of benchmarking rent increases against inflation as dictated by the consumer price index, Fine Gael are strongly opposed to such measures.

A new Claire Byrne Live / Amárach Research poll suggests that 50% of people are supportive of Kelly’s approach to the situation.

Compromise seems certain, but what form that will take is not yet clear. Are Alan Kelly’s plans dead in the water?

The agenda…

  • The cabinet will meet to discuss the issues of the day at 10.30am.
  • Charlie Flanagan will be fielding questions relating to the Foreign Affairs brief from 2pm.
  • Enda Kenny will be fielding Leader’s Questions from 3.15pm.
  • Topical issues will be discussed in the Dáil from 7.36pm.
  • Renua will be launching the first of two public sector policy documents, on the plinth at 2.30pm. Public sector workers, beware.
  • The Seanad will discuss the National Cultural Institutions (National Concert Hall) Bill 2015 – Second Stage, from 5pm.

  • The Daily Mail reports that serial burglars will be freed from jail in less than two years under a new Burglary Bill aimed at tackling the soaring rates of rural crime. 
  • The Irish Independent reports that the committee members of the Banking Inquiry are divided on their conclusions, and that some members may refuse to sign off on the inquiry report when it is completed.
  • The Independent also reports justice minister Frances Fitzgerald now believes the tide is turning against criminals in Ireland.
  • The Irish Examiner reports on the testimony of the Central Bank’s former head of financial stability to the banking inquiry, in which he claims his warnings of a clear property crash being imminent were ignored throughout the 2000s.
  • The Examiner also reports that that inquiry cost more than €100,000 per day over its last quarter in session.

Connie Gerety Quinn. The Fianna Fáil candidate for Longford-Westmeath has refused to comment on reports that she held talks with Renua with a view to a defection earlier this year. Gerety quinn was controversially selected without a vote of Fianna Fáil members in Longford last Thursday night.
