Gardaí observed two men behaving suspiciously at an ATM on the Old Lucan Road yesterday.
The 34-year-old man will appear before the Criminal Courts of Justice tomorrow at 10.30am.
The four men were arrested in the early hours of this morning.
It was reported that 18 ATMs were targeted last month, resulting in the theft of money from customers’ accounts.
Significant damage was done to the Bank of Ireland building during the attempted robbery.
The man has an address in Northern Ireland.
A car believed to be connected to the incident was found burnt out this morning.
One man in his 20s and another in his 40s have been arrested.
The cash machines were ripped recovered by PSNI officers, but the digger was found on fire.
Those involved in the attempted theft were reported to have fled the scene, empty handed.
The incident happened at around 3.30am in Dunleer.
The ATM attacks were carried out in a number of areas including Drogheda, Swords and Blanchardstown.
Both men remain in custody.
The ATM, which was stolen from Nutts Corner overnight, has been recovered.

The ATMs were driven away on the back of a dark coloured crew cab jeep.
